Docking: Make it possible to have arrow buttons when there are multiple tabs and the PaneGroup has TabStripPlacement different than Top.

Currently the arrow buttons appear only when the TabStripPlacement is set to top.

I'm having the same problem.
Not only arrow buttons, but also possibility to set OverFlowMode to Scroll.
