Docking: Add the Menu button to the Title of the ToolWindow (when a single pane is floated).

Currently the small arrow which is used to display the menu is not shown in the ToolWindow's header even when a single pane is shown in the window.

We are using the Pane with touch screens.
It is not practical to rely on right click in such situation
