Chart: Partial redraw of series items
On data change RadChart should redraw only the series items that are actually changed, and not the whole series.

REASON FOR DECLINATION
This is supported out-of-the-box by the new RadChartView.

This will be a good improvement considering redrawing the whole chart for a small change takes a performance hit.

This feature is crucial for decision making charts.  
It is the best way to show graphically the effect of changes in process inputs.
One of the most important requirements for our department.
Now I have to look for an alternate way to create this effect.

Before switching to RadChart we were using MS's generic chart control, which had this feature built in.  Now that we are moving to telerik I know our customers will be asking where the shiny animation went.  I give a big thumbs up to implementing this as i

Actually this whole redrawing thing is interfering a lot with the chart performance so every improvement that can be done in this direction will e welcomed!
