Map: Long Delay for loading tiles when using levels range other than 1 to 20 in custom provider

When the custom map provider supports levels range other than 1 to 20 then it could affect to tiles downloading performance.

This behavior was originally reported over 15 years ago and has not received significant demand or follow-up from the community since then. This is why we plan to prioritize more impactful and widely requested improvements.
