ChartView: EventTrigger throws exception when attached to ChartTrackBallBehavior

When a System.Windows.Interactivity.EventTrigger is attached to a ChartTrackBallBehavior a XamlParseException is thrown. A possible work-around for this would be to set the CommandParameter to be the parent collection of the behavior and not the behavior itself.

This behavior was originally reported over 13 years ago and has not received significant demand or follow-up from the community since then. This is why we plan to prioritize more impactful and widely requested improvements.
