ExpressionEditor: Allow decimal values to not require a zero in front
When creating an expression that has a decimal, if it doesn't have a zero in front of the decimal, it doesn't evaluate the expression:
eg:  0.02 is valid , .02 is invalid

Hi,

On 19 November 2018 (Monday), we are uploading our next LIB version (2018.3.1119) where the fix will be included. It will also be added to our official version – R1 2019, scheduled for the mid of January 2019.
