ToolBar: Add a possibility to bind the RadToolBarTray and generate RadToolBars
Add a possibility to bind the RadToolBarTray and generate RadToolBars.

By design the RadToolBarTray is created more like a Panel, not like a typical ItemsControl.

With this change, when building a Modular SL application modules would be able to register their own ToolBars with the application shell. Currently you can only have 1 Toolbar in the application shell and then have modules register their ToolBarItems with
