ToolBar: Add "Auto" Visibility of the OverFlow Button
The overflow button should have an option to show only when it is needed.

Hi, 

We have implemented a new property AutoHideOveflowButton for hiding the OverflowButton depending on the presence of overflow items. The feature will be included in official version R3 2018, scheduled for the middle of September.
