TreeView: When the tree is disabled, ExpandItemByPath() and GetItemByPath() does not work
If RadTreeView.IsEnabled  false (or the tree is inside busy BusyIndicator), then ExpandItemByPath(or GetItemByPath) does not work.

Available in LIB version: 2016.2.525

This is not just a problem with the tree is disabled.  ExpandItemByPath and GetItemByPath do not work for virtualized trees using VirtualQueryableCollectionView as an ItemSource.
