This happens if the TimePicker is visible on the page and you change your system timezone (like from +2 to +12) and try to open the timepicker.
Hi Mauro,
Thank you for the provided additional details for this case.
I further investigate the problem and it looks like an issue with the TimePicker, logged in to our GitHub tracker here:
https://github.com/telerik/kendo-angular/issues/3710
I am afraid I cannot provide a temporary workaround for the case. We always try to suggest such when an issue is hit, but it is not always possible as sometimes we are limited. Please subscribe for the issue in order to be notified in a timely manner when there is any update.
Accept our apologies for the caused inconvenience.
Regards,
Martin

I did not provide any min or max. This error comes from inside the time picker.
and i do not wish to limit it. you still get the error even without these.
Hi Mauro,
Thank you of for the provided screenshot.
Indeed this is expected behavior when the min and max properties are set to invalid times. Meaning that the max date time is before the min date time or vice versa.

Consider updating the min and max date time (or day) when changing the timezone with such an offset.
