Time picker animation for hours/minutes/seconds starts flickering after being changed with scroll wheel when using ReactDOM.createRoot (React 18's new rendering engine)

I've already log an issue on Github -> https://github.com/telerik/kendo-react/issues/1303

Submitting here as it is an important regression with React 18 and ReactDom.createRoot breaking Time picker.

Hello Daniel,

Thank you for your report.

I have tested the example that you have shared in the issue and indeed, there seems to be some weird behavior when createRoot is used.

I have confirmed the bug and have added a "bug" tag to the issue, so it can be further investigated by the developers team. I am also adding a link in the issue to this public item.
