in the ListBoxComponent, there is the concept of custom messages, by which a "noData" message can be set:

A similar concept would be beneficial for the ListView (https://www.telerik.com/kendo-angular-ui/components/listview), so that we can show a message in here as well in case no data is available.

Indeed, the NoDataTemplateDirective of the ListView component introduced in the v24.0.0 release of Kendo UI for Angular covers the use case of this feature request. This functionality gives full control over the no-data content via a template, so the current feature request can be considered as "Completed":
Regarding a built-in localizable message string (similar to the ListBoxComponent's noDataText), this capability is not yet available for the ListView - localization support for the component has not been implemented yet. The ability to configure a no-data message as a localizable string will be tracked as a separate feature request as part of the broader ListView localization effort:
