In Panelbar , when expandmode set to 'single' the toggle should work
In Panelbar , when we set expandmode set to 'single' it do not toggle the item . it only works with expandmode 'multiple'. 

We should also allow to toggle a panelbar item in 'single' mode 
a use case could be -i want to close all of the items in single mode

The requested feature is not released in v6.6.0 of the Layout package. The following article can help in updating the versions:

Thank you for reaching out to us.

Indeed, that is the default behavior of a "single expand mode". A functionality that allows to collapse all Panelbar items when using "single expand mode" of the Panelbar is missing at the moment. However, it could be added. Thus we will track the demand for this feature request and eventually add it to our future implementation plans.
