Limited visual indication of Style Builder-applied formatting in Cell Properties dialog
Following the bug report Cell Properties - Preview only shows top-left cell styling when applying changes to multiple top-row cells > when we navigate the mouse up and down, in the background, we can see only the top left cell with the border we configured. (while initially we selected the top three) > But if now, in the preview page, we will choose the top three > OK >We will see the top three cells showing the design we configured.

The behavior you are seeing, where only one cell seems affected at first, but all selected cells later display the expected styling, is working as designed. The styling is applied to all selected cells via the Style Builder, but the Cell Properties dialog lacks visual indication of those specific formatting changes (e.g. borders).
This is because the Cell Properties window provides only a limited subset of formatting options, such as alignment, background color, and CSS class — while more advanced formatting like borders, box model styles, and font details are only available through the Style Builder. As a result, any border formatting applied in the Style Builder is not visible or editable in Cell Properties.
This is not a bug, but rather a missing feature: currently, there's no way to visually indicate within Cell Properties that advanced styling (like borders) was previously applied.
