Unable to tab through Panelbar items within a ContentTemplate
When tabbing from first PanelBar to the second one it neither passes through the contentTemplate elements, nor to the second panelbar:

Thank you for your report. We reviewed this issue with the latest version of the product 2026.3.812. The behavior is caused by the positive TabIndex values (1 and 2) set on both RadPanelBar controls, not by a defect in the PanelBar. Positive tabindex values create a separate tab order that takes precedence over the natural DOM order, so after focus moves into the ContentTemplate of the first PanelBar, the second PanelBar is not reached in the expected sequence.

Positive tabindex values are generally not recommended. To resolve this, remove the TabIndex attributes from both RadPanelBar controls (or set TabIndex to 0), so that Tab follows the DOM order through the first PanelBar, its ContentTemplate and the second PanelBar. We tested this configuration and the navigation works as expected.

We are closing this item as Won't Fix, because the control works correctly when positive TabIndex values are not used. If you still encounter a problem without positive TabIndex values, please share updated details and we will investigate it.

This behavior was originally reported over 7 years ago and has not received significant demand or follow-up from the community since then. Considering this, we are unable to prioritize it over more impactful and widely requested improvements.
