Unable to move cursor in editable elements, e.g. RadTextBox or RadEditor, inside RadPanelBar ContentTemplate with arrow keys, if a RadPanelBar item is clicked

Workaround:
Set the TabIndex property for the RadPanelBar, e.g. TabIndex="1"
