As long as I can configure the control to do both it will be good for me. So mouse users can hover to expand, touch users can click to expand.

Must have... it is the reason I can't use the control at the moment.

Great idea.  Seems like an obvious addition to allow a user to hover a top level link to see the children, but also to click to navigate the top level link.  Much more useable.
