This is not a bug. This behavior is by design. When the DisplayAreaMode is set to ToolTip the Description and Title are not rendered. In order to have Description and Title you need to use some of the others DisplayAreaModes

Yes- I reported this originally. Viktor has helped me out with some workarounds but for me this has been another situation where he and I have wasted many man hours simply because the tool hasn't been properly tested for release. Any user would expect provided Description and Titles to , you know... be displayed, regardless of mode. Irritating!
