You can try the suggestions in this forum thread: http://www.telerik.com/forums/right-to-left-direction-for-treelist-pagerstyle. In short it is better to specify your own pager template http://demos.telerik.com/aspnet-ajax/treelist/examples/paging/pagertemplate/defaultcs.aspx that follows the layout requirements that you have.
