The headers format isn't one of the shorthand formats, that are controlled by the culture. It is instead controlled by the HoursPanelTimeFormat property, which is set to a specific format, depending on the TimeLabelRowSpan and MinutesPerRow properties. It is either "htt" or "h:mmtt", which are not standart formats, controlled by the culture
