FIX: When scrolling is applied in the Preview of the ImageMapEditor, resizing a newly created area is not applied correctly in IE
Newly created areas in the ImageMapEditor dialog cannot be modified and controlled properly by end-users.

The issue is resolved and the fix will be available in Q3 2014

You are correct. This bug has been updated with this information due to similar issues with IE11. The previous information will be reverted and new item will be logged.

I'm sorry but I'm afraid that you are improperly mixing two different issues:
the complete inability to move and resize an area can be experienced on IE11 only, and the described work-around can be applied successfully; while the incorrect resize behavior when the horizontal scrollbar is present occurs on more versions (tried 9, 10, and 11) of the browser and cannot be solved with the compatibility meta.
