Effectivey this means you can't currently use server objects within the footer e.g. to hold business logic for a redirect to  main search results page (see for example how the footer on search autocomplete works on facebook) 
On a wider point one wants to be able to use the footer as a customisable replacement for  AND ALTERNATIVE TO  the Show all results footer that autmatically appears when a limit is placed on autocimplete results.
