This is not a bug but an expected behavior. The default Czech keyboard layout shows that to enter a number you have to press first Shift plus the desired numeric key - once you do that the numerictextbox will start to accept the number keys from the Czech keyboard:

There is no problem with the numeric pad of the keyboard too.
