I am sorry to hear about the difficulties you faced using our Visual Studio extensions.
We have received reports about similar behavior where the wizard window is hidden behind the main Visual Studio window or even in one of the corners of the screen where it is barely visible. The latter occurs mostly on higher-resolution screens with high DPI. So could you please check whether this is your case if you could either Alt+Tab to bring the window into focus or if you are in the second case you could adjust the DPI/resolution so that the window is visible enough to be dragged into view?
If this is the case I am happy to inform you that a fix will be released with the 2024 Q4 release planned for mid-November.
If this doesn't help I would ask for an ActivityLog to check for any loading issues. You can find steps on how to create one in this article. Also, I'll appreciate it if you could provide more details about your scenario.
