Hello Rick,

Thank you for sharing an interest in implementing a property allowing to have the Pager at the top of the Grid. This feature has been already included in the RoadMap and will be available in the 2020 R2 release:

Nevertheless, a top pager can be implemented programmatically as shown in this forum post.
