TabView: Provide screen reader support

When using a screen reader on both Android and iOS devices, the reader will not navigate to tabs not currently visible on the screen. It will navigate through each visible tab, then move to the content of the RadTabView. It should instead navigate through each available tab first.

Hi Kevin,

I tested the case and reproduced the behavior on iOS device. I tested on WinUI and the narrator does not read the TabView at all. I have added MAUI label above the TabView, and other MAUI controls but no accessibility at all. This is logged in the Microsoft GitHub repo here: https://github.com/dotnet/maui/issues/14465

However, I have changed this request to a feature request, as we do not claim screen reader support. I have updated the internal item we have with all information you shared. When there is an update the public status will be changed.
