Chart: Provide inverse axis feature
Provide a way to invert the axis range in a similar way as in WPF ChartView: https://docs.telerik.com/devtools/wpf/controls/radchartview/axes/inversed-axis

Add option to display flip y axis. For example using Scatter series and setting x axis to top position, the y axis min value should start from the min value of the x axis.
This is the current behavior: the y axis min value does not start when the x axis min value starts.
Please provide an option to flip the y axis.
