Popup: The Loaded event of the Content and views inside it is not raised
The Loaded event of the Content and the Loaded events of the views inside the Content are not raised when the popup is shown.

Hi,
I am not able to replicate your reported behavior, even with .NET 8. When subscribed to the Loaded event, the Button executes it when the popup opens.
If you are referring to the implementation of your custom cursor change and native lifecycle logic, that's not related to this issue. I can confirm the Loaded event continues to work as expected.
And finally at runtime:
I am closing this again as Complete. Please use Debug statements in your event handlers to confirm the lifecycle and assumptions.
