TileLayout work with IE 11

Fix TileLayout so it works with IE11.  Currently it displays the items in a list instead of in the grid as expected.

Thank you for logging this feature request.

We are aware of this limitation and it is listed in the documentation here:

https://docs.telerik.com/aspnet-core/html-helpers/layout/tilelayout/overview#known-limitations

Once this request gains popularity, we will push it forward for investigation and look for a solution that will support IE as well.
