ADD: overlay iframe for ToolTip of RibbonBar
When a ToolTip of the RibbonBar is opened, it should cover external applets / plugins, such as JavaApplets, PDF, Flash etc, it's not rendered on top, but beneath.

Declined due to lack of demand by the community.

The majority of these formats are not supported nowadays and do not cause problems with the dropdowns and tooltips anymore.
