FIX:RadToolBar when RadToolBarButton item ImageUrl property is set and user hovers on the button the image file is requested on each mouse over only in Google Chrome

Hello,

I tested this in Chrome 42.0.2311.152 m and 2015 Q1 SP1 version of Telerik UI for ASP.NET AJAX, but I was not able to reproduce the issue.
