Add functionality for adding custom attributes in all RadContols
Allow the users to create their own attributes and to be able to work with their client representation after that.

Currently, some controls (RadSplitter for instance) do not support custom attributes.

I'd like that to change as custom attributes, if they are useful anywhere (and they are) then they are useful everywhere!
