Would be great to limit the Locale files and / or make them specific to the locales you are actually using. e.g. only EN-NZ or EN-US

Thanks for the clarification. Now I understand you are talking about the Telerik Visual Studio MVC Project Wizard process here, and its install locales action in particular.

Whenever you create a new project - all of the locales are installed . If I remove the ones I don't need - next time I upgrade it just adds them all back again . I only use 2 locales and it seems silly having dozens of
Files that will
Never be used .

Can you elaborate a bit more on what do you have in mind by 'limit the Locale files or make them specific to the locales you are using'? Thus we'll understand your request better.
