Add Barcode reader component

Hello Ishani,

This is still an unplanned feature. You can render barcodes with UI for Xamarin, but reading them requires quite a bit more complexity and local hardware access that requires user permission.

An additional reason we do not yet have this is because there is already a community option that works very well. Please research ZXing => Barcode Scanning Made Easy with ZXing.Net Mobile - Xamarin Blog (microsoft.com).

If we are able to identify an area where we can provide a better capability than the existing option has, then we will likely revisit this request.
