Add the ability to specify a Template that should be shown when the List is empty (Xamarin Forms)

Need to display No Records  template using the DelegateFilterdescriptor feature of a listview. Feature exists for Autocomplete control but lacking in ListView which is widely used on mobile devices.

Thank you for sending this feature request. Indeed, it would be a good addition to the RadListView feature-set, so I updated its status to "Approved".
