1) Add a new Execution Delay non-coded step, or go to an existing one
2) Expand the step in the Steps pane
3) Modify the WaitTime property displayed in the Steps pane (not the Properties pane). NOTE: Do not hit Enter or click anywhere else
4) Click the Move Step Up button to move the order of the step up

Expected: The step to move up and the changes to be saved
Actual: The step moves up but your changes are discarded
