1) Open the attached project in Visual Studio
2) Select Edit in Code on step 11

Expected: Step to be converted to code
Actual: Error adding function: Unexpected error thrown attempting to add function Scratch_HtmLTest_CodedStep. Exception:
System.ArgumentException: Value does not fail within the expected range.

Note: The same thing in standalone IDE does work as expected. It's only a problem when using Visual Studio plug-in
