Document how to find and use Office PIA's without Visual Studio installed
It's not obvious how to get the Microsoft Office Primary Interop Assemblies (e.g. Microsoft.Office.Interop.Excel.dll) and where to find them when you don't have Visual Studio installed. We need to add a KB article with this new information.
