After data binding a test to an Oracle DB on a Win 8.1 machine, when you next try to run a test immediately after IE launches you may get the error:

There was a problem starting ArtOfTest.Connector.dIl 
The specified module could not be found.

And no test will run.

The temporary work around is to bind the test, the close Test Studio (or VS if using the plug-in) and relaunch. The test will run fine as long as you do not bind to Oracle in that session.
