Document how to fix "IUnitTestStorage.Open should be called before operation can continue."

This comes from ticket 839755.

Customer was getting "IUnitTestStorage.Open should be called before operation can continue." after upgrading Test Studio. Doing a full uninstall and reinstall fixed it. We should document this problem and fix.

I've experienced this twice now.  The first time uninstall/reinstall TS did not fix my issue, uninstall/reinstall VS did not work either so I was forced to rebuild my dev environment. The second time it happened on a different environment and uninstall/reinstall TS worked.

Telerik: this seems to be specific environment case and cannot reproduce locally. Workaround exists for now, but if we have other similar reports we will continue investigation.
