Graphic user interface for ArtOfTest.Runner cannot start under Windows 8.1
After double clicking on the .exe/run as administrator the program does not start.

Hi, there is a new runner that you can download here - http://docs.telerik.com/teststudio/user-guide/test-runners/teleriktestrunner.aspx. Please try with it if the problem is fixed.
