Toggle debug option to always on top
For Web applications, the debug options sometimes is hidden behind opened windows.

I do not test against desktop applications so I don't know what happens.  

If possible, please add an ability to toggle to have the debug option window to always be on top.

Telerik: we are unable to reproduce this locally - there is a code that uses native Windows api to set focus and keep Visual Debugger on top, so it might be some specific bug in .net or a browser command somehow to override and steal the focus.

Here is a screencast as an example of what happens.  I will try to make a test case that this also occurs on.  To note, this occurs on other occasions other than what this screencast is showing.

Is there a test case we can run locally and use for repro? That will really help in addressing the problem.
