Adding Test As Step also adds top script
Adding Test As Step also adds top script.  To reproduce:

1. Add Test As Step (select any script except first one)
2. First script is added along with the selected one.

The fix will be included in the next internal build (expected around the beginning of the next week) and the following service pack.
