Ability to override custom fields upon submitting bugs

With bug tracking the user needs the default values (like Severity in TeamPulse) to submit the bug using the corresponding value. This request is to be able to set custom values upon submitting bug, not only during bug tracking setup. Ideally the user should be able to define which fields to be able to change submitting the bug.
