Manually add pages and elements to repository
Test Studio needs to support ATDD-style workflows where test skeletons can be written without a live page.

To support this we need to be able to manually add pages and elements to the repository.

One workflow might look like this:
* Add a new test to the project
* Open that test, manually add a Navigation step to the test
* Via new UX, add the page to the repository using appropriate identification logic. Page would now appear in the repository browser window.
* Now you would be able to right-click on that page and select "Add New Element" or something similar.
* New UX would allow you to add the element.
   *** Minimum feature: create appropriate Find logic to identify the element
   *** Bonus: Also define the element type

Now there is a way to add elements.

Is there any thoughts to having the ability to update the pages to allow for page consolidation?  

Two pages have the exact same url of .../Development/Courses/ParentCourse.aspx

I dont want to have to dig through both pages to find a specific element.  

Page Consolidation would reduce the size of the page.g.cs, thereby reducing the time it takes to rebuild the element repository.
