IsOnline is not set to true when connecting to TFS

If the IsOnline setting is set to false at the time you connect a project to TFS, the connection does not fully succeed. Repro steps will be described in the internal description.

Hello,

I just noticed the internal bug related to the problem here has been closed back in April since we were unable to replicate the issue, however we may have not responded via the support communication. I'm pasting the response from the QA engineer here as well and please follow up in the appropriate support ticket if you need further help. Thank you!

We are not able to reproduce the issue. Can you give us more details about the problem - Is it reproducible with 1420 (that's the build I was using) ? IsOnline is always false for new projects, is there anything else specific you have to do before you go to step 2 ?
It will help if you can provide a sample project where this is reproducible.

We ran into this issue during a GoToMeeting with Cody.  During the meeting we noticed this issue happening consistently.  We have since upgraded our Test Studio versions to 2012.2.1240 (2012.2.1245 with a patch for a drop down issue) and this issue is essentially blocking us from successfully integrating with TFS.  The IsOnline setting is changed so frequently that we are not able to sync or integrate with TFS in a seamless or manageable way.
