Add browse option in source location of Scheduling Server configuration tool

The Source Location field on the Scheduling Server configuration tool doesn't have a file browse option. This requires users to manually enter in a file path. We should offer a browse option for cases where it's not a UNC path.

This is obsolete with the new 2013.1 scheduling.

That makes sense in case of local scheduling environment, however we should be careful to not distract users from entering UNC path in case of remote scheduling setup.
