If customer forgets to configure an email server when setting up his Scheduling server, he is sometimes confused why he doesn't get the email options, step 3 in the wizard, when scheduling a test list. My suggestion is, instead of hiding step 3, keep step 3 in there but display something like "email server not setup" along with a link to online documentation for how to do this. This will eliminate confusion (and support tickets) from customers asking why the email options are not offered.
