Allow the user to refresh the font cache

The fonts defined in the fontLibrary element are discovered once, lazily on first use, and are cached for the process lifetime. Fonts added to the configured directories afterward are not picked up automatically — a restart of the application is needed.
As we install fonts regularly and don't want to restart/redeploy everytime we install a new font we propose a new api to clear the cache.
A new method Telerik.Reporting.Fonts.RefreshCache would solve this problem and improve the experience of using the Telerik Reporting library.

Thank you for the feedback!

We have reviewed this request and deem it to be valid. Currently, the only time when the font cache would refresh is when the graphics engine is switched, so there is no appropriate way to cause a refresh.

One small note, since the intention is to refresh the cache, I have slightly updated the title to match that.
