The problem persists, I can't install plugins or update
Cannot connect to JustDecompile server. Please, check your internet connection. Could not establish secure channel for SSL/TLS with authority 'justdecompile.telerik.com'.

I'm have the same issue here and this is on a fresh install of JustDecompile version 2019.1.118.0

Thank you for reporting the issue related to the app certificate. We were able to reproduce the problem and determine what caused it. The fix is now live and you should be able to use JustDecompile and the plugin manager as expected.
